Advancing Biliteracy: CEBER's Commitment to Global and Local Initiatives
In the international context, CEBER faculty has provided a cadre of its students, almost annually, to study in international diverse sociocultural contexts in Mexico, Spain, and other European nations. Furthermore, discussion to include Asian languages is ongoing with faculty from CGU, SDSU, and CSU campuses.
Via CEBER, the Department of Dual Language and English Learner Education is committed to supporting the implementation of Proposition 58 that affords pathways for California school districts and schools to design multilingual education programs. CEBER’s collective faculty research will continue to contribute to the above six priority areas; as well in operationalizing the new state initiative (Proposition 58) that repealed the English-only immersion requirement and parent waiver provisions (required by Proposition 227 of 1998) to access biliteracy programs. This initiative allows schools to utilize bilingual and/or dual language programs for students to acquire biliteracy that is facilitated by biliterate teachers who speak both their native language and English. In this new initiative, CEBER faculty will continue to develop a significant cadre of bilingual faculty and staff to conduct biliteracy curriculum audits, provide professional development in all aspects of biliteracy, provide educational leadership training for working in complex ethnically diverse school communities, undertake parental leadership development and other activities, both funded and volunteer driven, in the area of educational equity and biliteracy.
CEBER is a research, program evaluation, professional development and technical assistance center associated with the Department of Dual Language and English Learner Education (DLE) at San Diego State University. CEBER's activities call attention to the role of policy in promoting equity in education.

Over the last 15+ years, CEBER researchers have averaged an estimated $500,000 dollars a year in federal and state grants, all focusing on the equity and biliteracy research agenda. Among the partnerships and grants associated with CEBER researchers:
The LEAL (Leadership, Equity and Access for Languages) Project is in partnership with San Diego State University Global Campus, San Diego County Office of Education Multilingual Education and Global Achievement, and WestEd funded by the USDOE (2022-2027);
The DEBER (Developing Effective Bilingual Educators with Resources) Project with San Diego Community College District and Southwestern College funded by the USDOE (2019-2024);
Project CORE with San Diego County Office of Education funded by the USDOE (2013-2016);
ALAS Dual Bilingual Special Education Teacher Preparation funded by the USDOE (2007-2013) and the ADELANTE Project (2013-2018);
California Reading & Literature Project funded by University of California, San Diego (1995-2007);
LEAD Project with the San Diego County Office of Education (Bilingual and language development and biliteracy staff capacity building for school districts and credential BCLAD candidates--funded under USDOE Title III (2002-2007);
Parent Institute for Quality Education (statewide organization with headquarters in San Diego) on parent engagement on creating a college going culture in low-income school communities (1987-2018);
The ESTELL Project (Effective Science Education for Teaching English-language Learners) with University of California Santa Cruz (2008-2012); and
The Common Core State Standards DED Office of Elementary and Secondary Education (2007-2017).
SDSU’s University Seal of Biliteracy and Cultural Competence (USBCC) is a digital badge that SDSU students can earn by participating in a cultural and linguistic immersion experience and demonstrating Working Proficiency through standardized testing that covers reading, writing, listening, and speaking in a language other than English. SDSU's USBCC is a standardized measurement of biliteracy skills and is open to all students who meet the requirements, regardless of their pathways to proficiency in their languages.
As a transborder HSI, SDSU launched its USBCC in Spanish in the Spring of 2021 to value and honor the language of our CaliBaja region. The USBCC was made possible through a three-year grant awarded by the California Department of Education’s Multilingual California Initiative. Additional languages include, but are not limited to, Spanish, Arabic, Japanese, Vietnamese, French, German, Portuguese, and various other languages.
