CEBER: Leadership in Equity and Biliteracy Education, from Dr. Ochoa to Dr. Alfaro
Dr. Alberto M. Ochoa co-founded the Center for Equity and Biliteracy Education Research in 2004 and retired as a faculty member in 2013. Dr. Cristina Alfaro became the Executive Director of CEBER in 2013.
CEBER’s research associates have been recognized for their regional, state, national and international leadership in advancing equity and multilingual policies and practices that serve culturally and linguistically diverse students, families, schools and communities.

Dra. Cristina Alfaro es Vicepresidenta Asociada de Asuntos Internacionales en la Universidad Estatal de San Diego; Profesora de Educación Multilingüe y Global en el Departamento de Educación de Aprendices de Inglés y Lenguaje Dual; y Directora Ejecutivo de CEBER. Alfaro investiga: (a) educación dual-bilingüe, (b) formación docente transnacional / binacional, (c) claridad ideológica y desarrollo de conciencia crítica (d) liderazgo y evaluación de programas y (e) estrategia educativa global.
Dr. Cristina Alfaro is Associate Vice President of International Affairs at San Diego State University; Professor of Multilingual and Global Education in the Department of Dual Language and English Learner Education; and Executive Director of CEBER. Alfaro investigates: (a) dual language-bilingual education, (b) transnational/binational teacher education, (c) ideological clarity and critical consciousness development (d) program leadership and evaluation and (e) global education strategy.

Saúl I. Maldonado, Ph.D.
Dr. Saúl I. Maldonado es profesor con permanencia en el Departamento de Educación de Aprendices de Inglés y Lenguaje Dual en la Universidad Estatal de San Diego. Maldonado investiga: (a) el rendimiento en matemáticas y ciencias en las escuelas K-12, (b) la educación de maestros bilingües y (c) evaluación y valoración culturalmente receptiva.
Dr. Saúl I. Maldonado is an Associate Professor in the Department of Dual Language and English Learner Education at San Diego State University. Maldonado investigates: (a) mathematics and science achievement in K-12 schools, (b) bilingual teacher education and (c) culturally responsive evaluation and assessment.
Sera Hernández, Ph.D.
Sera J. Hernández, Ph.D., es profesora y directora del Departamento de Educación de Aprendices de Inglés y Lenguaje Dual en la Universidad Estatal de San Diego, donde imparte cursos de posgrado sobre políticas lingüísticas, educación multilingüe y biliteracidad. Obtuvo su doctorado en Educación por la Universidad de California en Berkeley y ha trabajado en universidades y escuelas públicas (K-12) por más de 20 años. Con una formación académica interdisciplinaria, su investigación une los campos de la lingüística en el contexto educativo y la antropología de la educación para examinar los contextos socioculturales, lingüísticos y políticos que rodean las políticas lingüísticas educativas, la preparación de maestros/as bilingües y las prácticas de bilingüismo y biliteracidad, particularmente en las regiones fronterizas alrededor del mundo. Actualmente está investigando las experiencias de desarrollo profesional de educadores binacionales que trabajan y viven cerca de la frontera entre México y EEUU.
Sera J. Hernández, Ph.D., is an Associate Professor and Chair of the Dual Language and English Learner Education department at San Diego State University where she teaches graduate courses on language policy, multilingual education, and biliteracy. She earned her Ph.D. in Education from the University of California, Berkeley and has worked in public K-12 schools and universities for over 20 years. With an interdisciplinary academic background, her research bridges the fields of educational linguistics and the anthropology of education to examine the sociocultural, linguistic and political contexts surrounding educational language policies, bilingual teacher preparation, and bilingualism and biliteracy practices, particularly in border regions around the world. She is currently investigating the professional development experiences of binational educators working and living near the Mexico-U.S. border.
Melissa A. Navarro Martell, Ph.D.
Dra. Melissa A. Navarro Martell (ella/she/her(s)), es una investigadora reconocida y profesora asociada titular en el Departamento de Educación de Aprendices de inglés y Lenguaje Dual en la Universidad Estatal de San Diego. Su investigación y docencia han avanzado el área de educación científica bilingüe con numerosas publicaciones detallando “como preparar docentes bilingües y multilingües con conciencia crítica que consideren los factores sociopolíticos, ideológicos, culturales y lingüísticos para garantizar una enseñanza equitativa de STEM." Dra. Navarro Martell sirve como senadora académica en SDSU. Su portafolio de investigación es un llamado claro a la acción colectiva sobre la necesidad de descolonizar la educación de matemáticas y ciencia desde una perspectiva antirracista. Ella tiene credenciales de docencia del estado de California y ha servido como docente del 4to al 8to grado en materias de justicia social, matemáticas y ciencia en inglés y español. Sus previas experiencias como estudiante en el sexto grado e inmigrante de la ciudad de Tijuana, México la han inspirado en su carrera como docente que entiende a estudiantes multilingües.
Dr. Melissa A. Navarro Martell (ella/she/her(s)), is an award-winning researcher and tenured associate professor in the Department of Dual Language and English Learner Education at San Diego State University (SDSU). Her research and teaching have advanced the field of bilingual science education with numerous publications detailing how to prepare critically conscious multilingual educators on the sociopolitical, ideological, cultural, and linguistic considerations for equitable STEM teaching, specifically in dual-language education. Dr. Navarro Martell currently serves as one of SDSU’s Academic Senators. Her research portfolio is a clear call to collective action regarding the need to decolonize math and science education to approach it from an anti-racist perspective. She holds a California teaching credential and is a former 4th and 8th-grade social-justice math and science Spanish/English dual-language teacher. Her experiences as an immigrant 6th-grade student from Tijuana, México, inspired her path as an educator who understands multilingual learners.

Alberto Esquinca, Ph.D.
Dr. Alberto Esquinca es profesor asociado en el Departamento de Educación de Aprendices de Inglés y Lenguaje Dual. Esquinca investiga: (a) el uso del lenguaje y el aprendizaje del lenguaje en el contexto de STEM, (b) identidades bilingües y multialfabetizadas, y (c) experiencias de estudiantes transnacionales, transfronterizos / transfronterizos.
Dr. Alberto Esquinca is an Associate Professor in the Department of Dual Language and English Learner Education. Esquinca investigates: (a) language use and language learning in the context of STEM, (b) bi- and multiliterate identities, and (c) transnational, transborder/transfronterizx student experiences.
Jorge Cuevas Antillón
Jorge Cuevas Antillón es un reconocido proveedor de desarrollo profesional educativo y redactor de planes de estudios. Su experiencia proviene de décadas en la educación de escuelas públicas, como maestro, como capacitador de enseñanza de lectura, como administrador de la escuela / distrito, como instructor universitario de estudios posgrados, como autor de libros de texto y como escritor / administrador de subvenciones educativas. Se siente honrado de estar en la brillante compañía de colegas en la Oficina de Educación del Condado de San Diego, donde ofrece aprendizaje profesional en artes del lenguaje en inglés y español, y en SDSU College of Education, donde prepara candidatos para ser docentes y maestros para sus futuras aulas de alfabetización bilingüe.
Jorge Cuevas Antillón is a renowned educational professional development provider and curriculum writer. His expertise comes from decades in public school education, as a teacher, as a reading coach, as a school/district administrator, as a graduate school university instructor, as a textbook author and as an educational grant writer/manager. He is honored to be in the brilliant company of colleagues at the San Diego County of Education where he delivers professional learning on English and Spanish language arts, and at SDSU College of Education where he prepares teacher candidates for their future biliteracy classrooms.
Maria Keckler, M.A.
Maria se desempeña en la Universidad Estatal de San Diego como Directora de Estrategia y Comunicación de Asuntos Internacionales y como coordinadora principal de la Conferencia Binacional RE: BORDER. Graduado de Cal Poly, San Luis Obispo con B.A. y una maestría en inglés y un certificado TESOL, actualmente está realizando un doctorado conjunto en Educación de SDSU y Claremont Graduate University. Una educadora incurable con un corazón global, María ha enseñado en escuelas secundarias, colegios comunitarios, cursos universitarios, cursos TESOL para trabajadores migrantes, así como sesiones de capacitación corporativas y de conferencias en los EE. UU., México y Europa. Sus intereses de investigación incluyen pedagogías inclusivas, aprendizaje inmersivo y narración interactiva para fomentar la empatía.
Maria serves at San Diego State University as Director of International Affairs Strategy and Communication and as the lead coordinator of the RE:BORDER Binational Conference. A graduate from Cal Poly, San Luis Obispo with B.A. and M.A. degrees in English and a TESOL certificate, she is currently pursuing a joint Ph.D. in Education from SDSU and Claremont Graduate University. An incurable educator with a global heart, Maria has taught high school, community college, university courses, TESOL courses to migrant workers as well as corporate and conference training sessions across the US, Mexico, and Europe. Her research interests include inclusive pedagogies, immersive learning, and interactive storytelling to foster empathy.
Yara Amparo López López
Yara es especialista en Migración Internacional por El Colegio de la Frontera Norte, (El Colef). Licenciada en Educación Primaria por la Normal Fronteriza; Campus Tijuana B.C. Se ha desempeñado como consultor académico durante los últimos 10 años en diversos niveles educativos. Tiene experiencia de 15 años como Coordinadora de programas relacionados con Migración y Educación, ha impartido múltiples cursos, talleres y conferencias en el área educativa, cuenta con experiencia de más de 8 años de docencia en los niveles de licenciatura y posgrado. Por la Red Iberoamericana de Pedagogía, Miembro de Asociación de California for Bilingual education (CABE) Curso el Diplomado en la Universidad de California en San Diego sobre: U.S. Political Institutions and U.S Mexico Relations Program.
Yara is a specialist in International Migration by The Colegio de la Frontera Norte, (El Colef). She has a degree in Primary Education from the Normal Fronteriza; Campus Tijuana B.C. She has served as Academic consultant for the last 10 years in various educational levels. She has 15 years of experience as Coordinator of programs related to Migration and Education. She has taught multiple courses, workshops, and conferences in the educational areas as well as having more than 8 years of teaching experience at the undergraduate and graduate levels. She is a member of the California Association for Bilingual Education (CABE) through the Red Iberoamericana de Pedagogía. She received her diploma from the University of California San Diego on U.S. Political Institutions and U.S Mexico Relations Program.
María del Rosio Barajas Escamilla
Doctora en Ciencias Sociales, con especialidad en Economía Política Internacional y Estudios Regionales; Profesora-Investigadora de El Colegio de la Frontera Norte, A.C.; actualmente es Directora Departamento de Estudios Sociales; Líneas de especialidad: Integración y desarrollo económico regional, cooperación y gobernanza transfronteriza. Fundadora e integrante de la Red Internacional de Investigación sobre Fronteras Comparadas (RECFronteras). Miembro del Sistema Nacional de Investigadores, Nivel II. Actualmente es Coordinadora general del proyecto de investigación Reconfiguración y nuevas funciones y roles de las fronteras del Siglo XXI: entre la integración/desintegración, la cooperación/conflicto y la fronterización/desfronterización, bajo el financiamiento del CONACYT en México.

Currently she is the general coordinator of the research project Reconfiguration and new functions/roles of the XXI Century borders: between integration/disintegration, de-bordering/bordering, and cooperation/conflict, funded by the CONACYT in México.

David Toledo-Sarracino
David Toledo-Sarracino es profesor e investigador de tiempo completo en la Facultad de Idiomas de la Universidad Autónoma de Baja California (UABC) en Tijuana, Posee estudios de Lic. en Idiomas por la Universidad Juárez Autónoma de Tabasco (UJAT), un Diploma Especializado por la Cambridge University (UC) en Gran Bretaña, una Maestría en Docencia énfasis en Lingüística Aplicada por la UABC y Doctorado en Lingüística por Universidad Autónoma de Querétaro (UAQ). Tiene más de 25 años en el campo de enseñanza en educación superior y niveles previos. Es un ex becario Fulbright García-Robles en el Departamento de Estudios en Educación en la Universidad de California en San Diego (UCSD). Su interés en investigación son formación de profesores, enseñanza de la lengua, lengua y migración, política del lenguaje y glotopolítica. Es autor de libros, artículos y capítulos de libros en enseñanza de lengua y política lingüística. Es miembro de TESOL, CATESOL, MEXTESOL, CIESPAL y consultor académico y miembro del Consejo Nacional para la Acreditación de Programas en Humanidades (COAPEHUM, A.C.) y miembro del Sistema Nacional de Investigadores (SNI) del Conacyt.
David Toledo-Sarracino is a full-time professor and researcher at the School of Languages at Universidad Autónoma de Baja California (UABC) in Tijuana. He is a holder of a B.A. in Language Teaching granted by Universidad Juárez Autónoma de Tabasco (UJAT), a Diploma in Language Teaching granted by the Cambridge University (UC) in Great Britain, a Master´s degree in Teaching (Applied Linguistics) granted by UABC and a Ph.D. in Linguistics granted by Universidad Autónoma de Querétaro (UAQ) in Mexico. He has 25 years of experience of teaching in higher education and previous educational levels. He is a former Fulbright-García Robles scholar at the Education Studies Department at University of California San Diego (UCSD). His research interest is teacher training, language teaching, language & migration, language policy and glotopolitics. He is author of a wide variety of books, articles and book chapters in language teaching and language policy. He is member of TESOL, CATESOL, MEXTESOL, CIESPAL and academic adviser and member of the national evaluation system: Council for Accreditation of Programs in Humanities (COAPEHUM, A.C.) and member of the National System of Research (SNI) del Conacyt.
Mtro. J. Javier González Monroy
Actualmente, es Profesor Tiempo Completo, Titular “C” y Coordinador de la Maestria en Practica Docente e Intervencion Cultural de la Universidad Pedagógica Nacional (UPN) Unidad 022 y responsable del diseño de la Maestria en Educación Transfronteriza e interculturalidad. Labora en UPN desde febrero de 1981. Fue Subsecretario de Educación Media Superior, Superior e Investigación de la Secretaría de Educacion de Baja California, 2019-2021, Presidente del Capítulo Regional del Noroeste de Unidades de la UPN por el periodo 2014-2018 y coordinador de los Presidentes de los Capítulos Regionales de Unidades UPN entre 2015-2018; fungio como Director de la UPN, Unidad 022, Tijuana, Ensenada y San Quintín, de marzo de 2012 a septiembre de 2018. Fue Consejero Academico de la UPN representando a los profesores de las 70 unidades del pais 2019-2021.
Es precursor del Proyecto de Educación Binacional y Bilingüe que se viene impulsando desde 2017 con la Universidad de California en San Diego (CSDU), la Universidad Estatal de San Diego (SDSU), las Normales y el Sistema Educativo Estatal. Dicho proyecto, tiene como objetivo el diseño de un Programa de Formación Inicial para Profesores que puedan trabajar en ambos lados de la frontera. Fui parte del equipo que diseño el Doctorado Regional en Educación con Enfasis en la Formacion de Profesores, que actualmente se oferta en diversas unidades UPN. Fui impulsor y coordinador general del rediseño del programa de Maestria en Educación Media Superior que se oferta en 43 unidades UPN del pais. Fui el responsable del Estudio de Factibilidad y de la instalacion de la Univerisdad Intercultural en San Quintin B.C.
Currently, J. Javier González Monroy is a Full-Time Professor and Coordinator of the Master's Degree in Teaching Practice and Cultural Intervention of the National Pedagogical University (UPN) Unit- 022. He is also responsible for designing the Master's Degree in Cross-Border Education and interculturality. From 2019 to 2021, professor Gonzalez was Undersecretary of Higher school and Higher Education and Research of the Secretariat of Education of Baja California. He has worked at UPN since February 1981. Between 2014-2018, he was President of the Northwest Regional Chapter of Units. From 2015 to 2018, he served as coordinator of the Presidents of the Regional Chapters of UPN Units. From 2012-2018, Professor González was Director of the UPN, Unit 022, Tijuana, Ensenada, and San Quintín. He was the Academic Counselor of the UPN, representing the teachers of the 70 units of the country from 2019-2021.
He is the forerunner of the Binational and Bilingual Education Project promoted since 2017 with the University of California in San Diego (CSDU), San Diego State University (SDSU), the Normales, and the State Educational System. This project aims to design an Initial Training Program for Teachers who can work on both sides of the border. Additionally, he was part of the team that developed the Regional Doctorate in Education with an Emphasis on Teacher Training, which is currently offering in various UPN units. He was the promoter and general coordinator of the redesigning of the Master's program in Higher Secondary Education that is showing in 43 UPN units in the country. Professor González was responsible for the Feasibility Study and the installation of the Intercultural University in San Quintin, Baja California.
